Eligibility Requirement List
Incentive Track 1
- You may be new to healthcare or don’t have a current eligible license or certification
- Use Track 1 when filing your incentive claims if you meet the eligibility guidelines below
Live in California – Caring4Cal is for CA residents only, ages 16+
AND
DO NOT have a current California-issued license or certification from the list in Track 2 below
AND
Intend to work, or volunteer under supervision, in an eligible job role in a home- or community-based setting in California
OR
Incentive Track 2
- Use Track 2 when filing your incentive claims if you have a current eligible license or certification and/or meet the eligibility guidelines below
Live in California – Caring4Cal is for CA residents only, ages 16+
AND
Work, intend to work, or volunteer under supervision, in a home or community setting – Our focus is home- and community-based services (HCBS)
AND
Option 1: Hold a current California-issued license or certification in any of the eligible job roles listed below:
- Certified Nursing Assistant (CNA)
- Home Health Aide (HHA)
- Registered Nurse (RN)
- Licensed Vocational Nurse (LVN)
- Licensed Clinical Social Worker
- Dental Hygienist
- Respiratory Therapist
- Occupational Therapist
- Speech Therapist
- Physical Therapist
- Other licensed/certified HCBS healthcare professionals
OR
Option 2: Have current active employment or are a supervised volunteer as a Community Health Worker (CHW). For eligible CHW titles, click HERE.
What is a home- or community-based setting?
A home- or community-based setting refers to a living arrangement where individuals receive care, support, and services in their own home or in a community setting rather than in an institutional facility like a hospital or nursing home. This setting is designed to promote independence, comfort, and a sense of belonging within a person’s familiar environment.
Examples of home- and community-based settings include Adult Day Care, AIDS Waiver, Assisted Living Waiver, Provider Resource Centers, Community-Based Adult Services, Home- and Community-Based Alternatives Waiver, Multipurpose Senior Services Program, Program for All-Inclusive Care for the Elderly (PACE), Residential Care Facilities for the Elderly (RCFE).

New to home- or community-based healthcare: I do not work in the field and do not have an eligible job role, and I would like to enter the field | Complete 15 hours of training. Must live in California and be interested in a home- or community-based healthcare career in an eligible job role. No licensing, certification, or employment verification required. | Complete 15 additional hours of training. Must live in California and be interested in a home- or community-based healthcare career in an eligible job role. No licensing, certification, or employment verification required. | Already submitted Levels 1 and 2. Incentive Track 2 | I DO HAVE a current California-issued license or certification in an eligible job role. I intend to remain in an eligible job setting OR switch to an eligible job setting. If you do not have a current eligible license/certification and/or job role, submit your application in Track 1. | Complete 15 hours of training. Must live in California and work or intend to work, or volunteer under supervision, in an eligible home- or community-based setting. Applicants will be asked to provide proof of current eligible California-issued licensing or certification** OR Proof of current active employment or supervised volunteering as a CHW. | Complete 15 additional hours of training and already submitted Must live in California and work or intend to work in an eligible home- or community-based setting. AND Proof of eligibility provided in Level 1. | Already submitted Proof of working or supervised volunteering for 40 hours a month in California in an eligible job role for 4 months or more since November 1, 2023, with the most recent month in a qualifying job setting. Community Health Workers (CHW) must be in a home-based setting only.* OR Proof of earning new eligible license/certification (CNA earning an HHA, HHA earning an LVN, etc.)* |
*Must occur during the Caring4Cal Program period, starting November 1, 2023 and be in California.

Who Does NOT Qualify For Caring4Cal
Caring4Cal addresses the current and future demand in California for care providers in Home- and Community-Based Services (HCBS).
Because of the program’s focus, the following provider types do not qualify for participation:
- Healthcare workers or prospective care providers who don’t live in California
- IHSS Providers not interested in becoming an eligible HCBS healthcare provider type
- Prospective or current healthcare workers not interested in becoming an eligible provider type in HCBS
Ineligible Job Settings
- Hospitals (e.g., rehabilitation, long-term care, and psychiatric hospitals)
- Nursing homes
- Inpatient facilities
- Outpatient facilities
- Intermediate care facilities
